Form E and Texas Trucking Insurance Filings

A Form E is the proof-of-insurance filing that an intrastate Texas motor carrier’s insurer submits to TxDMV to show the carrier meets the state’s financial-responsibility requirement. It is the Texas equivalent of the federal insurance filing, and a matching Form K is used to cancel it.

What a Form E is

A Form E is a certificate of insurance that your insurer files directly with the Texas Department of Motor Vehicles (TxDMV) to prove you carry the liability coverage Texas requires for intrastate motor carriers.

It is filed by the insurance company, not the carrier, and it stays on file until it is canceled with a Form K. Letting a Form E lapse can suspend your Texas operating authority.

Interstate vs. intrastate filings

If you operate across state lines under FMCSA authority, your insurance is filed federally (commonly with the BMC-91X for liability). If you operate only within Texas, your filing goes to TxDMV — typically on a Form E for liability.

Many Texas fleets need both, because they run a mix of interstate and intrastate loads. We make sure the right filing is in place for how you actually operate.

Frequently asked

Who files the Form E, me or my insurer?
Your insurance company files the Form E directly with TxDMV. You cannot file it yourself — it has to come from a licensed insurer confirming active coverage.
What happens if my Form E is canceled?
If your insurer files a Form K to cancel the Form E and you do not have replacement coverage filed, TxDMV can suspend your intrastate operating authority. Keeping continuous coverage on file is essential to staying legal to operate.
